A police arbitrator has ruled that the two Buffalo police officers that were filmed pushing an elderly man to the ground, which severely injured his head during a racial injustice protest in the wake of George Floyd’s murder in 2020, did not violate the department’s use-of-force rules in response to the incident. The 75-year-old man, Martin Gugino, spent around a month in the hospital recovering from a skull fracture and brain injuries from the incident.
